§ 73.031 UNLAWFUL OPERATION.
   It shall be unlawful for any person to operate a snowmobile upon any street or highway within the corporate limits of the city; provided, that snowmobiles may be operated within the city when, due to severe weather conditions, they provide the only practical method of safe vehicular travel. When such conditions do exist, the snowmobile shall be operated only in a manner and at a speed that is reasonable or proper under the surrounding circumstances.
