(A) It shall be unlawful to place building rubbish or demolition debris on any public or private property in a manner which conforms to the definitions of filling, or for the purpose of storage of such materials, without first obtaining written authorization from the City Council.
(B) Application for such authorization shall include:
(1) Legal description of property;
(2) Current ownership of property;
(3) Dimensions of fill site;
(4) Original and proposed final grades of project;
(5) Duration of project in months;
(6) Types of materials to be used in filling; and
(7) Estimated volume in cubic yards of building rubble and demolition debris to be used in filling.
