12-1-1: DEFINITIONS:
   A.   Ordinary Words: No attempt is made to define ordinary words which are used in accordance with their established dictionary meaning except where the word has been loosely used and it is necessary to define its meaning as used in this code to avoid misunderstanding.
   B.   Arrangement: Because the primary purpose is to define terms rather than words, the definitions are arranged alphabetically according to the first word of the term rather than the noun.
   C.   General Definitions: For the purpose of this chapter, the following terms shall have the meaning indicated in this section:
   BOARD: The board of county commissioners of Valley County, Idaho.
   BUILDING OFFICIAL: The official or other person, charged with the administration and enforcement of the provisions of this chapter as it relates to the enforcement of any health regulations, setback regulations, land use or building codes which have been or shall be adopted by the board.
   COMMISSION: The planning and zoning commission of Valley County, Idaho.
   CONDITIONAL USE: Use or occupancy of a structure or use of land permitted only upon issuance of a conditional use permit and subject to the limitations and conditions specified therein. A conditional use permit for a use in any district which is listed in the district regulations as a conditional use for the class of district shall be authorized only in accordance with the regulations of such section.
   HEALTH AUTHORITY: The legally designated health authority or its authorized representative of the political subdivision concerned.
   MOBILE HOME: A transportable, single-family dwelling unit suitable for year round occupancy and containing the same water supply, waste disposal, and electrical conveniences as immobile housing.
   MOBILE HOME LOT: A parcel of land for the placement of a single mobile home and the exclusive use of its occupants.
   MOBILE HOME PARK: A parcel of land under single ownership which has been planned and improved for the placement of mobile homes for nontransient use.
   MOBILE HOME STAND: Part of an individual lot which has been reserved for placement of the mobile home, appurtenant structures, or additions.
   MOBILE HOME SUBDIVISIONS: A parcel of land subdivided into lots, each lot individually owned and utilized as the site for placement of a single mobile home and its facilities.
   OCCUPANCY PERMIT: A permit issued by a duly designated zoning official or building official authorizing the occupancy and use of completed buildings, structures, facilities and premises after all conditions specified have been met and approvals required on the zoning permit have been secured.
   PERSON: Any individual firm, trust, partnership, public or private association or corporation.
   SANITARY STATION: A facility used for removing and disposing of wastes from trailer holding tanks.
   SERVICE BUILDING: A structure housing toilet, lavatory, and such other facilities as may be required by this chapter.
   SERVICE SINK: A slop sink with a flushing rim for the disposal of liquid wastes from trailers.
   SETBACK AREA: The space on a lot required to be left open either by the front, side or rear yard requirements of this chapter or by delineation on a recorded subdivision map or recorded covenants.
   SEWER CONNECTION: The connection consisting of all pipes, fittings, and appurtenances from the drain outlets of the mobile home or trailer to the inlet of the corresponding sewer riser pipe of the sewerage system serving the mobile homes or trailer housing area.
   SEWER RISER PIPE: That portion of the sewer lateral which extends vertically to the ground elevation and terminates at each trailer space or mobile home lot.
   STREET, COLLECTOR: Collector streets are thoroughfares used primarily for carrying traffic from minor streets to arterials when designated as such by the board.
   STREET, FRONTAGE: A minor street parallel to and adjacent to an arterial street providing access to abutting properties.
   STREET, HIGHWAY: A street so designated as a state or federal highway by the state or federal agency responsible therefor.
   STREET, LINE: A line separating an abutting lot, or parcel from a street.
   STREET, MAJOR ARTERIAL: A major arterial is a thoroughfare as defined in section 10-1-6 of this code.
   STREET, MINOR: A street used exclusively for access to abutting properties.
   STREET, PRIVATE: Any parcel of land used for a street, road, lane or way or similar designation which has not been maintained by the county for a continuous period of five (5) years, or has not been officially accepted by the board for perpetual maintenance in behalf of the public and the acceptance thereof entered into the minute book of the board, or having been improved to meet the county road standards, has not been dedicated to the county and so accepted by the board, and the dedication and acceptance thereof made a matter of record with the county.
   TRAILER: Any of the following:
    Camper Or Pickup Coach: A structure designed to be mounted on a truck chassis for use as a temporary dwelling for travel, recreation and vacation.
    Camping Trailer: A canvas, folding structure, mounted on wheels and designed for travel, recreation and vacation use.
    Dependent Trailer: A trailer which is dependent upon a service building for toilet and lavatory facilities.
    Motor Home: A portable temporary dwelling to be used for travel, recreation and vacation constructed as a integral part of a self-propelled vehicle.
    Self-Contained Trailer: A trailer which can operate independent of connections to sewer, water and electric systems. It contains a water flushed toilet, lavatory, shower and kitchen sink, all of which are connected to water storage and sewage holding tanks located within the trailer.
    Travel Trailer: A vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreational and vacation uses permanently identified as a travel trailer by the manufacturer of the trailer and, when factory equipped for the road, it shall have a body width not exceeding eight feet (8'), and a body length not exceeding thirty two feet (32').
   TRAILER SPACE: A parcel of land in a travel trailer parking area for the placement of a single trailer and the exclusive use of its occupants.
   TRAILER STAND: That part of an individual trailer space which has been reserved for the placement of a single trailer and its accessory structures.
   TRAVEL TRAILER COURT: Any area, tract, plot, site or parcel of land whereupon two (2) or more trailers are maintained for dwelling purposes only, the tenure being on a short time basis for which a rental fee is paid or made collectible to the person holding the land, and is located on a highway or major county road in order to serve transient traffic.
   TRAVEL TRAILER PARK: Any area, tract, plot, site or parcel of land whereupon two (2) or more trailers are placed for dwelling purposes only, the tenure being for a short seasonable time basis, for which a rental fee is paid or made collectible to the person holding the land, and is located on a route to, or adjacent to, a recreational area.
   WATER CONNECTION: The connection consisting of all pipes, fittings, and appurtenances from the water riser pipe to the water inlet pipe of the distribution system within the mobile home or trailer.
   WATER RISER PIPE: That portion of the water supply system serving the travel trailer parking area which extends vertically to the ground elevation and terminates at a designated point at each mobile home stand or trailer space.
   WATERING STATION: A facility for supplying water storage tanks of trailers with portable water.
   ZONING PERMIT: A document issued by a duly designated zoning official which is for the purpose of carrying out and enforcing the provisions of the county zoning ordinance. (Ord. 71-4, 5-12-1971)
