Any licensed ambulance service, holding a certificate of convenience from the New Mexico Public Regulation Commission, providing emergency treatment and/or transportation for sick or injured persons within the territorial boundaries of Valencia County, the ambulance service shall be equipped to provide advanced life support treatment to all persons in need of emergency treatment and/or transportation. This subchapter shall not apply to any government entity providing rescue and/or emergency services to injured or sick persons.
