The rights granted herein shall not be transferred or assigned by the Grantee without the prior consent of the Village in accordance with federal law. Such consent shall not be unreasonably withheld. No transfer or assignment shall become effective until the Village has consented and the transferee or the assignee has filed with the Village its written acceptance of the terms and conditions of this Franchise. Notwithstanding anything to the contrary, no such prior consent shall be required for a transfer or assignment to any person controlling, controlled by or under the same common control as the Grantee.
