on a second offense within, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense after the second offense the person is guilty of a misdemeanor of the third degree.
(b) Officers may impound any golf cart that is not in compliance, or any golf cart operated by a person who does not have a valid driver’s license or insurance coverage on the golf cart. A golf cart that is impounded pursuant to this ordinance may be forfeited.
