There is hereby established a Planning Commission consisting of five members: The Mayor, one member of Council, elected by that body, and three residents of the Village who shall serve without compensation and who shall be appointed by the Mayor and approved by Council for a term of six years, except that the term of one of the resident members of the first Commission shall be for four years and one for two years.
