909.06 GRADE LEVEL; CONCRETE.
   (a)    All sidewalks constructed within the Village shall be of concrete only and at a grade level established by the Village Administrator.
   (b)    Failure to comply with this section shall result in the Village Administrator removing such sidewalks not in compliance herewith, replacing same in an approved manner, with the cost to be assessed against the title holder of such premises.
