905.09 DISPOSAL OR PLACEMENT OF GRASS CLIPPINGS OR YARD WASTE IN THE PUBLIC RIGHT-OF-WAY PROHIBITED.
   (a)   No owner, occupant or tenant of any residential premises or business premises within the Village shall deposit, or cause to be deposited, any yard waste on the sidewalk or any public right-of-way.
   (b)   No owner, occupant or tenant of any residential premises or business premises within the Village shall permit the accumulation of any yard waste upon such premises unless the same is placed in a receptacle used for the purposes of the collection and removal of solid waste from the property. This provision shall not prevent the maintenance of a compost pile or firewood upon such premises, provided the same is used and properly maintained in a manner that such accumulation does not constitute a nuisance.
   (c)   For purposes of this section, “yard waste” means all tree trimmings, grass cuttings, dead plants, weeds, leaves, dead trees or branches thereof.
   (d)   Whoever violates this Section is guilty of a misdemeanor of the fourth degree.
