No owner, person, persons, business, corporation or other entity operating an electronic gaming parlor within the Village of Utica, Ohio pursuant to a license issued by the Village Administrator under authority of this chapter shall permit person(s) under the age of eighteen years to engage in the use, operation or play of any skill-based amusement game within their electronic gaming parlor or under their control.
