Any person applying for a license to operate an electronic gaming parlor shall, before the issuance thereof, pay to the Village of Utica, a base fee of one hundred dollars ($100.00) for each month of licensure, or, if prepaid for an entire calendar year, one thousand dollars ($1,000) per year.
