(A) A fee shall be paid with each application for subdivision approval at the time of submittal to the Department of Community Development, in amounts that may be set or added by resolution of the City Council from time to time.
(B) In addition to the application fee, the developer shall also pay fees for inspections of the subdivision improvements and may be required for the review of subdivision improvement plans and specifications, said fees to consist of the total hourly cost to the city including, but not limited to, the costs for supervision, overhead, equipment and hourly wages and fringe benefits of the employees involved. Fees shall not be refunded after the submittal has been distributed to various city departments for review or other costs have been incurred by the city.
