§ 159.02 JURISDICTION AND APPLICABILITY.
   (A)   (1)   This Code shall govern all subdivisions within the corporate limits of the city, and in accordance with Iowa Code § 354.9, all subdivisions within the following designated area of review which lies outside of the boundaries of Urbandale and all other cities as they may currently exist or hereafter be established.
      (2)   The designated area of review for subdivisions outside of the boundaries of the city or any other city (herein “designated area of review”), including any and all declarations for the establishment of a horizontal property regime under Iowa Chapter 499B, is legally described as follows:
   (B)   The southwest quarter of Section 1; the south one-halves of Sections 2, 3 and 4; the southeast quarter of Section 5; the east one-half of Section 8; Section 9; the north one-half of the northwest quarter of Section 10; the northwest quarter of the northeast quarter of Section 10; the east one-half of the east one-half of Section 10; the northwest quarter and the north one-half of the southwest quarter of Section 11; the northeast quarter of Section 12; the north one-half of the northwest quarter of Section 15; the north one-half of Section 16; and the northeast quarter of Section 17; all in Township 79 North, Range 26 West of the 5th P.M., and all now included in and forming a part of Dallas County, Iowa.
   (C)   Improvements or development shall not be commenced within any proposed subdivision and no subdivision, whether created by plat of survey, proprietor’s plat, auditor’s plat, or other document or instrument, except for an acquisition plat, shall be submitted for filing of record in the offices of the appropriate County Recorder, Auditor and Assessor; officially recognized by the city; improvements within a subdivision shall not be accepted for public ownership and maintenance; building permits shall not be applied for; and public funds shall not be expended or services provided within a subdivision, until all provisions set forth in this Code have been satisfied in full and all approvals required by this Code have been obtained and remain valid.
