A fee shall be paid with each application at the time of submittal, in the amount of $125 for a standard site plan and $75 for a minor site plan, or such greater fees that may be set by resolution of the City Council from time to time. Fees shall not be refunded after the submittal has been distributed to various city departments for review, or other costs have been incurred by the city.
