§ 157.03 APPLICABILITY OF CODE.
   (A)   No development shall commence, and no building permit shall be issued, for any development until a site plan has been submitted, reviewed, and approved in accordance with the provisions of this code. No certificate of occupancy, whether temporary or permanent, shall be issued for any development until all construction, specifications, details and representations of the approved site plan have been satisfactorily and substantially completed as determined by the Department of Community Development, or surety of an amount and type that is acceptable to the Department of Community Development has been posted to cover 115% of the costs of any uncompleted improvements.
   (B)   Developments shall substantially comply with the approved site plan and any conditions and restrictions attached thereto.
