§ 157.01 PURPOSE AND TITLE.
   (A)   This chapter shall be known as the “Site Planning Code” and may be cited as such, and may be referred to herein as “chapter” or “code.” The purpose and intent of this code is to establish minimum standards for the design, construction, and maintenance of all development within the City of Urbandale (herein “city”), except improvements to agricultural property that are exempted from city regulations by the Code of Iowa; single-family detached residences and structures or improvements that are accessory thereto; and public projects that are subject to approval by the City Council or state under the requirements of other codes or regulations.
   (B)   Development shall be designed to protect the public health, safety and general welfare and to preserve property values by following sound, professional design practices, and by considering and mitigating the following to the extent required by this code and other codes and regulations:
      (1)   Impacts on existing properties and proposed developments adjoining and in the immediate vicinity of the site;
      (2)   Impacts on public infrastructure, facilities and services; and
      (3)   Impacts on environmental conditions.
   (C)   The design standards set forth in § 157.06 shall be deemed to be the minimum criteria that shall be met to satisfy this code’s purpose and intent.
