901.06 SNOW EMERGENCY.
   (a)   The Director of Administration may declare weather emergencies consistent with those declared by the Champaign County Sheriff, or disaster declarations by the Governor of Ohio and/or the Federal Emergency Management Agency.
   (b)   The Director of Administration may issue administrative regulations, not inconsistent with this section, to implement policies pursuant to this section.
   (c)   The following Snow Emergency classifications will be recognized by the City of Urbana if declared by the Champaign County Sheriff.
   •   LEVEL 1: Roadways are hazardous with blowing and drifting snow. Roads may also be icy. Motorists are urged to drive very cautiously.
   •   LEVEL 2: Roadways are hazardous with blowing and drifting snow. Roads may also be very icy. Only those who feel it is necessary to drive should be out on the roads. Contact your employer to see if you should report to work. Motorists should use extreme caution.
   •   LEVEL 3: All roadways are closed to non-emergency personnel. No one should be driving during these conditions unless it is absolutely necessary to travel or a personal emergency exists. All employees should contact their employer to see if they should report to work. Those traveling on the roads may subject themselves to arrest.
   (d)   Weather emergency declarations and cancellations shall be communicated to the public through local media outlets, the City website, Local Access Channel and any other means specified by regulation.
   (e)   Vehicles may be subject to removal for plowing of snow or other weather related issues if parked on City streets. Vehicles so parked shall be removed by owners within two hours of any direct route by the Urbana Police Division or other City employees, or else they may be treated as illegally parked vehicles subject to tow at the owner’s expense, and/or a parking citation, under the provisions of Chapter 351 or Section 303.08 of the Urbana Codified Ordinances.
