Any junk yard legally established and operating on the effective date of this chapter shall not be prohibited by Section 770.02, but shall be adequately screened by a fence or natural objects so as to completely obscure and enclose the operation. A fence shall be at least eight feet in height, shall be nontransparent, shall be of uniform material and neatly constructed and no advertisement shall be permitted thereon. No part of the junk yard operation shall take place outside its enclosed perimeter and the exterior shall be landscaped in keeping with the rest of the neighborhood.
