767.22 APPEALS.
         In the case of suspension of an owner's license, revocation of an owner's license or the granting or refusing of a certificate of public convenience and necessity, an appeal from the decision of the Director of Finance to Council may be had by the owner-applicant or by any other owner. The appeal shall be taken within three days after the decision by filing a notice thereof with the Clerk of Council Pending the appeal, the decision of the Director shall remain in force and effect. Council shall determine the questions of appeal not later than seven days after the filing of the same. The decision of Council shall be final.
