767.18 ISSUANCE OF DRIVER'S LICENSE.
         (a)    Upon receiving the application for a driver's license with the accompanying material, the Director of Finance shall forthwith refer the same to the Division of Police for investigation and report. The Director may refuse to issue the driver's license to any person who has been convicted of a crime punishable as a felony in the State, or who has been convicted of a misdemeanor involving moral turpitude.
         (b)    If the Director determines to issue the license, he shall receive from the applicant a license fee of two dollars ($2.00) per annum, which fee shall be in addition to any fee required under the laws of the State.
