Upon receiving an application as provided above, the Director of Finance shall forthwith investigate the applicant for the license concerning the applicant's general reputation in his residence community, and shall receive from the Division of Police a report concerning any police record on the applicant. The Director may refuse to issue an owner's license hereunder, if the applicant has been convicted of any crime punishable as a felony in the State.
