No proprietor of any public dance hall or roller skating rink, or any person who conducts, manages or is in charge of any public dance hall or roller skating rink shall permit or allow the use of any beer or intoxicating liquor in the dance hall or roller skating rink, or on the premises on which the dance hall or roller skating rink is located.
