No person shall disturb the good order and quiet of the City by operating or causing to be operated between the hours from 12:00 a.m. to 8:00 a.m. in any public place in the City, including restaurants, sandwich shops, hotels and any other public place, any mechanical musical instrument, nickelodeon, music box, victrola, radio or other mechanical musical instrument, electric or otherwise, whether the conduct directly disturbs the tranquility of the City at large or any individual therein or is detrimental to the public peace.
