Upon the payment of a transfer fee, as required in Section 723.20, the Director of Finance may permit the transfer of a license issued under Sections 723.07 to 723.22 from one mechanical amusement device to another such device maintained, exhibited or operated by the same licensee and permit the transfer of a licensed mechanical amusement device from one place to another place owned, operated or controlled by the licensee of the instrument. No license shall be transferred from one licensee to another licensee or from a licensee to a person not a licensee without the consent and approval of the Director and then only upon payment of the requisite transfer fee. No transfer of a license issued pursuant to Sections 723.07 to 723.22 shall be made other than in the manner provided for in this section.
