The Mayor may establish, adopt and enforce, or cause to be enforced, the rules and regulations governing the establishment, conduct, maintenance and operation of billiard rooms as he may deem reasonable and necessary and as are not inconsistent with the provisions of Sections 711.01 to 711.05. No person shall fail, neglect or refuse to comply with the rules and regulations.
