515.04 FAIR HOUSING BOARD; POWERS AND DUTIES.
   (a)    There is hereby created a Fair Housing Board. Such Board shall consist of three members who shall be appointed by the Mayor. The Board shall elect a chairman for a term of one year. The terms of office of each member of the Board shall be for three years and until his successor shall have taken office, provided, however, that of the members first appointed, one shall be for a term of one year, one for a term of two years and one for a term of three years.
   (b)    Any member chosen to fill a vacancy occurring otherwise than by expiration of term shall be appointed for the unexpired term of the member whom he is to succeed. Two members of the Board shall constitute a quorum for the purpose of conducting the business thereof. A vacancy in the Board shall not impair the right of the remaining members to exercise all the powers of the Board. Each member of the Board shall serve without compensation. Any member of the Board may be removed by the Mayor for inefficiency, neglect of duty, excessive absenteeism, misconduct or malfeasance in office, after being given a written statement of the charges and an opportunity to be heard thereon.
   (c)    The Board shall have the following functions, power and duties:
      (1)    To investigate all complaints which are filed with it, pursuant to this chapter.
      (2)    To endeavor by conciliation to resolve complaints in those situations where conciliation is a proper remedy.
      (3)    To recommend to the Mayor other actions to be taken on specific complaints when conciliation is not a proper remedy.
      (4)    To recommend to the Mayor, when it deems necessary, education programs to promote the purposes stated in this chapter.
      (5)    To adopt rules and procedures for the conduct of its business.
      (6)    To do such other acts as are necessary and proper to fully perform those obligations with which it is charged under the terms of this chapter.
