As used in this chapter the following words have the following meanings:
(a) "Minor" means any person under the age of eighteen years.
(b) "Parent" means any person having legal custody or standing of loco parentis of a minor.
(c) "Public place" means any public or quasi-public property used by the public to include public streets, sidewalks and all public ways and shopping centers, parking lots, parks, playgrounds, public buildings, the common areas of public housing developments and similar areas that are open to the use of the public.
