305.02 SPECIFIC POWERS ENUMERATED.
   In order to avoid hazards incident to public travel and to protect the members of the general public while in the use of streets and highways, the Director of Administration is authorized and directed to establish and mark traffic-control areas as provided in the following subsections:
   (a)   Traffic-Control Signals. The Director shall establish and designate traffic-control intersections, at which intersections shall be maintained the traffic-control signals to regulate traffic. The Director shall have all necessary authority to install at the locations any lawful traffic-control signal when in his discretion it is necessary to expedite travel and promote public safety.
   (b)   One-Way Traffic. The Director shall determine and designate streets, parts of streets or specific lanes thereon upon which vehicular traffic shall proceed in one direction only and shall place and maintain appropriate markings, signs, barriers or other devices to give notice thereof. The Director may erect signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the center line of the roadway.
   (c)   Stop and Yield Right-of-Way Intersections. The Director shall establish and designate stop intersections and yield right-of-way intersections, at which intersections shall be maintained the appropriate traffic-control devices to regulate traffic and promote public safety. The Director shall have all necessary authority to erect or cause to be erected appropriate and legible signs or markers, upon which shall be displayed the word "stop" at all intersections designated by the Director as stop intersections or the words "yield right of way" at all intersections designated by the Director as yield right-of-way intersections.
   (d)   Turns at Intersections. The Director shall place markers, buttons or signs within or adjacent to intersections indicating the course to be traveled by vehicles turning at the intersections or preventing turns at the intersections.
   (e)   Through Routes. The Director shall designate certain routes which shall be designated as through routes and shall be adequately signed, when the designated routes contribute to accelerate the flow of travel and promote public safety.
   (f)   Through Trucks. The Director shall designate and appropriately mark certain streets over which no person shall drive any through truck. The designation shall be made only upon the basis of traffic survey determining that the street is not of adequate width, structure or design so as to accommodate the vehicle with safety.
   (g)   Pedestrian Crosswalks. The Director shall establish and designate by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at other places as he may deem necessary in the interests of public safety.
   (h)   Pedestrian Safety Zones. The Director shall establish safety zones of the kind and character and at such places as he may deem necessary for the protection of pedestrians.
   (i)   Bus and Taxi Zones. The Director shall make or cause to be marked, by appropriate sign or other device, all areas where passengers are loaded or unloaded in the operation of bus and taxi service for the protection of passengers and pedestrians.
   (j)   Business Loading Zones. The Director shall establish zones for loading and unloading of passengers or merchandise, or both, when in his judgment the operations of business in the area justify and traffic conditions permit and he shall specify appropriate time limits for the zones.
   (k)   No Parking Zones. To promote safety on the street, to expedite the flow of traffic and to regulate parking on the streets, the Director may designate areas as "no parking zones" or "limited parking zones" and prescribe time limitations for parking or prohibit parking upon the streets, alleys and highways of the City. An appropriate sign or other device shall mark the boundaries of the zones.
   (l)   Individual Parking Spaces. The Director shall designate and mark off individual parking spaces in certain sections of the downtown area and outlying districts, the parking spaces to be established along the curb of streets in the sections and to be approximately twenty-three feet in length alongside curbs.
   (m)   Traffic Lanes; Overtaking and Passing Zones. The Director shall:
      (1)   Mark lanes for traffic on street pavements at places as he may deem advisable in the interest of public safety; and
      (2)   Determine those portions of any street where overtaking and passing other traffic or driving to the left of center, or off-set center, or center line of the street or roadway would be especially hazardous, and may by appropriate signs or markings on the street or roadway, indicate the beginning and end of the zones. The zones shall be designated in the following manner, to-wit: An auxiliary yellow line placed parallel and to the right of the normal centerline or off-set center line.
   (n)   Notice to Council. Whenever a traffic-control change shall affect more than 500 lineal feet of street, two or more intersections or involve the signalization or disignalization of an intersection, the Director shall notify Council not less than two weeks prior to making such change. Whenever lesser changes are to be made the Director shall advise Council of such change in advance. For purposes of this section signalization or disignalization shall refer to the alteration of an intersection to the control or removal from the control of a traffic signal. Nothing contained herein shall limit temporary or emergency changes nor the improvement in signs, markings or signals by installing additional, larger or otherwise improved devices. Further, it shall not limit the authority of the Director to install crosswalks or to make minor adjustments in the locations of traffic lane markings.
