(a) General Misdemeanor Classifications. Whoever violates any provision of this Traffic Code for which violation no penalty is otherwise provided, is guilty of a minor misdemeanor.

(b) Penalties. Whoever is convicted of or pleads guilty to a violation of this Traffic Code shall be imprisoned for a definite term or fined, or both, which term of imprisonment and fine shall be fixed by the court as provided in this section.

(c) Any vehicle forfeited to the State, in the possession of the Police Division, may with the approval of the Court, be used by the Police Division, if not to be so used it may, with the approval of the Court, either be sold at public auction without appraisal or if the value of the vehicle is less than the towing and storage expense the Police Division may transfer title to the vehicle in lieu of paying these expenses.
