Notwithstanding any other section of this chapter, employees in the unclassified service shall be appointed, dismissed and disciplined as follows:
(a) The Director of Administration shall be appointed and may be dismissed by the Mayor, subject to provisions of the Charter and such ordinances or contracts which relate to the position.
(b) The Directors of Finance and Law shall be appointed by the Mayor on confirmation of Council. The Directors of Finance and Law may be dismissed by the Mayor subject to the provisions of the Charter and such ordinances or contracts which relate to those positions.
(c) Heads of divisions, as defined by the Charter or ordinance shall be appointed and may be dismissed by the department director to whom he is responsible provided that such appointment or dismissal is approved, in writing, by the Mayor.

(d) All other unclassified employees shall be appointed by and may be disciplined or dismissed by the director of his department, subject to Section 3.03 of the Charter.
