The Stormwater Review Committee is hereby established to convene every five years, starting in 2021, for a 45-day term to review the utility structure and rates, and make recommendations to City Council for any changes, with no increase of more than 10 percent above the base rate from any prior five year term. At least one City Council member shall serve on the committee ex officio. The City Engineer and City Wastewater Superintendent shall serve as members along with at least seven individuals representing the interests of City residents, business/industry, nonprofit organizations and other government entities. The Committee shall meet at least twice, with a meeting schedule established at the discretion of the City Engineer and City Wastewater Superintendent. All meetings shall be open to the public pursuant to Urbana Codified Ordinance 107.01
. The Committee shall submit a written report with recommendations to Council by the end of the term, unless City personnel specify a need to extend that term for good cause shown, such as pending action or new regulations issued by the Ohio Environmental Protection Agency or U.S. Environmental Protection Agency.
