(a) The Director of Finance shall add a flat rate of five dollars ($5.00) per month per meter for storm water utility services and infrastructure to all utility bills, regardless of location. The rate shall change to five dollars and fifty cents ($5.50) on March 1, 2022, first payable on the April 2022 utility bill, and be effective until otherwise changed.

(b) Collection shall commence with billing for the month subsequent to the effective date of Ordinance 4466-16.
(c) Any delinquent stormwater utility service charges which remain unpaid for more than thirty days shall be assessed against the real property in the same manner as other City utilities and shall be a lien against such property collectible in the same manner as other utility assessments. It shall be the duty of any persons purchasing any property to ascertain all unpaid stormwater utility service charges outstanding against the property and pay upon request for establishment of any other City utility service.
(d) This charge is deemed reasonable and necessary to pay for repair, replacement, improvement, operation, regulation and maintenance of existing and future City stormwater infrastructure.
