The stormwater infrastructure system of the City, including all existing and future stormwater drainage infrastructure, is determined to be a public utility. A stormwater utility fee shall be collected for the operation, construction, maintenance and repair of stormwater facilities; stormwater system planning; and surface water quality management. The Director of Finance shall establish the utility as an enterprise fund in the City’s budget, with no more than thirty percent (30%) of the fund revenues allocated to operations and the balance allocated to capital. This fund may incur debt to cover capital outlays.
