(a) All original appointments and promotions in the classified service shall be filled by examination. All examinations shall be practical and impartial and relate to matters which will fairly test, measure and assess the relative capacity or potential of the applicants to perform the duties and responsibilities of the position sought.
(b) The Civil Service Commission shall have the responsibility for testing all applicants for positions in the classified service as prescribed in the Charter.
