For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(1) "Allocation" means the assignment of a class to a pay range or an appropriate pay level.
(2) "Applicant" means a person who has formally applied for a position with the City.
(3) "Appointment" means the act of selecting and hiring an individual for a position in the employment of the City.
(4) "Authorized position" means positions set forth in the official table of organization which have been authorized and approved by the Director of Administration.
(5) "Certification" means the act by which the Civil Service Commission sends to the Director of Administration a list of names of applicants eligible for a specific position.
(6) "Classification" or "class" means a position or group of positions having similar duties and responsibilities requiring similar qualifications, which can be properly designated by one title.
(7) "Classified service" means all full-time police officers and fire fighters.
(8) "Commission" means the Municipal Civil Service Commission.
(9) "Continuous service" means the time a person has been continuously employed, including time served as a full-time, part-time, temporary, provisional or probationary employee where there has been a continuation of employment to permanent status without any break in service.
(10) "Demotion" means a reduction from one class to another class for which the maximum rate of pay is lower. This shall not apply to elimination or reduction of special duty or incentive pay.
(11) "Director" means the Director of Administration, who also serves as Personnel Director, although such duties may be delegated.
(12) "Dismissal" means the permanent separation of an employee from City employment initiated by the City.
(13) "Eligible list" means a list of names established either through registration, examination or reinstatement for the purpose of filling vacancies in the classified service.
(14) "Examination" or "test" means methods or procedures used by the City to assess the relative capability of applicants to perform the duties and responsibilities of the position sought in the classified service.
(15) "Government funded position" means a position funded through the Comprehensive Employment and Training Act, or other federal or State funding program for the purpose of providing employment.
(16) "Incentive pay" means pay for particular educational or other qualifications beyond those required for a position.
(17) "Job specifications" means a written summary of the duties and responsibilities of a position.
(18) "Layoff" means removal of an employee from City employment due to lack of work, lack of funds or changes in administrative organization, abolishing one or more positions.
(19) "Limited classified service" means those employees who, prior to January 1, 1980, were in classified service but are not police officers or fire fighters.
(20) "Part-time" means a position of employment that may be continual, but involves an annual average work week of less than forty hours.
(21) "Pay range" means a group of standard rates of pay with minimum, maximum and intermediate pay steps.
(22) "Position" means an officially designated job with a generally defined group of duties and responsibilities.
(23) "Promotion" means advancement of an employee from one class to another class for which the maximum rate of pay is higher. Promotion positions in the classified service shall be limited to the following: Police Chief, lieutenant, sergeant; Fire Chief, Assistant Chief, captain, lieutenant.
(24) "Provisional" means a short-term replacement in a vacant permanent position for which no eligible list exists, but which does not exceed 120 days.
(25) "Resignation" means the permanent separation of an employee from City employment initiated by the employee.
(26) "Retirement" means the permanent separation of an employee eligible for retirement payments.
(27) "Step increase" means an increase in pay from one pay step to the next successive pay step within a pay range.
(28) "Special duty pay" means pay for performance of functions beyond those commonly performed by persons in a class.
(29) "Suspension" means the temporary and involuntary separation of an employee from City employment for disciplinary purposes.
(30) "Sworn officers" means police officers and fire fighters.
(31) "Temporary" means a position involving short-term employment, usually not exceeding 120 calendar days.
(32) "Working days" means the days during which the employee is regularly scheduled to work
