(a) A special City fund is hereby established which shall be known as the Edward Byrne Memorial Justice Assistance Grant Trust Fund (the “Fund” herein) for the benefit of the City Police Division.
(b) The Fund shall be expended only to pay debts or expenses incurred for eligible activities of either the Edward Byrne Justice Assistance Grant Program or Recovery JAG Program.
(c) The Fund shall not be used to meet the operating costs of the City’s Police Division.
(d) The Fund may or may not be an interest-bearing account.
(e) The Director of Finance shall physically control the Fund, but shall disburse its funds as directed by the Chief of the City Police Division upon his written requisition which shall specify the purpose for which the funds are to be expended and the ultimate recipient.
