133.07 APPROPRIATION OF FUNDS; EXEMPTION FROM BUDGETARY REQUIREMENTS.
   (a)   Funds Deemed to be Appropriated. The following funds shall be deemed to be appropriated:
      (1)   Money borrowed as provided in Ohio R.C. 133.30;
      (2)   The proceeds of a bond issue duly authorized as provided in Ohio R.C 5705.41; and
      (3)   Grants or loans of money to the City from the U.S. government or the State or any department, division, agency, authority or unit thereof as provided in Ohio R.C. 5705.42
 
   (b)   Funds Exempted From Budgetary Requirements. Agency funds and certain types of trust funds shall be exempt from State and local budgetary requirements as provided in governmental accounting, auditing and financial reporting standards.
