1501.02 STORAGE AND DRILLING PROHIBITIONS.
   (a)   The storage of combustible or flammable liquids in outside above ground tanks is prohibited within the Inner City Fire District which is the area bounded on the south by Reynolds Street, on the north by Gwynne Street - Washington Avenue, on the west by High Street and on the East by Kenton Street.
   Existing above ground tank installations may be continued provided the installation does not constitute a hazard. The Chief of the Fire Prevention Bureau, or other certified Fire Safety Inspector shall periodically inspect the installation for safety, and if such officer determines the installation or operation is no longer conducted or maintained in a safe manner, he shall order such tanks to be removed from service.
   Above ground tank installations in private service stations outside the Inner City Fire District shall be permitted provided that the installation meets the requirements of the Ohio Fire Code and an inspection of the premises and operations has been made and approval granted by the Chief of the Fire Prevention Bureau.
   A "private service station" means that portion of a property where liquids used as motor fuels are stored and dispensed from fixed equipment into the tanks of fleet motor vehicles or aircraft which are owned or operated by a commercial, industrial, governmental or manufacturing
establishment. The person or entity that owns or operates the storage system shall also own or operate the fleet vehicles or aircraft.
   (b)   Bulk storage of liquefied petroleum is prohibited in the Inner City Fire District of the City.
   (c)   Storage of explosives and blasting agents is prohibited within the City limits.
   (d)   Drilling for oil, gas or hydrocarbon is prohibited within the City limits.
