1343.01 CUTTING REQUIRED.
   (a)   Between May 1 and October 1 of each year, the owner or occupant, or any other person, firm or corporation, having the care of any lot or land within the City shall cut down and remove therefrom all weeds, vines and grass of a height of ten inches or more.
   (b)   The owner or occupant of any other person, firm or corporation, having the care of any lot or land within the City shall cut down and remove any and all weeds, vines, and grass constituting a threat to the public health, safety, comfort or welfare.
   (c)   Any person owning, occupying or having the charge or management of any lot or parcel of land situated within the City shall cut down and remove therefrom all weeds, vines and grass of a height of ten inches or more at least four times in each year, once by May 15, once again by June 15, and once again by July 15, and once again by August 15, and such weeds and vegetation on such property shall at no time exceed ten inches in height. Further, if any such weeds and vegetation on such property exceed the maximum allowable height of such weeds and vegetation hereunder before such dates required for the cutting thereof, then and in that event, the person owning or having the charge or management of the lot or parcel of land upon which the weeds and vegetation are growing shall cut all such weeds and vegetation on the property owned, occupied or managed by him upon notice by the City to do so pursuant to Section 1343.02.
   (d)   Any person owning or having charge of land within the Municipality shall keep such property free and clear from all noxious weeds and rank vegetation and shall be required to cut all such weeds and vegetation on the lots owned or controlled by such person.
      (1)   Noxious weeds. Any plant species defined by the Ohio Department of Agriculture as a “noxious weed” and listed as such by the Department. For the purposes of this regulation, the most recent version of this at the time of application of this regulation shall prevail.
      (2)   Noxious weeds and rank vegetation shall include but not be limited to the following: Apple of Peru, Hedge Bindweed, Purple Loosestrife, Buckhorn, Hoary Cress, Quackgrass, Canada Thistle, Horsenettle, Russian Knapweed, Corncockle, Johnsongrass, Russian Thistle, Cressleaf Groundsel, Leafy Spurge, Serrated Tussock, Curly Dock, Marestail, Shatter Cane, Dodder, Mile-A-Minute Weed, Wild Carrot, Field Bindweed, Musk Thistle, Wild Garlic, French Weed, Oxeye Daisy, Wild Mustard, Giant Hogweed, Perennial Sowthistle, Wild Onion, Hairy Whitetop, Poison Hemlock , Wild Parsnip.
