1315.05 ELECTRICAL CONTRACTOR REGISTRATION.
   (a)   “Electrical contractor” means any person who is engaged in the business or who pursuant to written or oral agreement with another person, undertakes any electrical work or portion thereof involving that particular trade, art or craft.
   (b)   Registration Required. Except as otherwise provided by this chapter, no person within the jurisdiction of this Code on and after the effective date shall:
      (1)   Act or hold himself to be, or undertake to perform any such work as an electrical contractor without first having obtained a registration certificate in the manner specified in this chapter, provided, however, that in the event such person shall be a firm or corporation, it may act as or represent itself, as such, if any work is under the actual and immediate supervision of a duly and appropriately registered member, partner, officer or employee.
      (2)   Permit or cause any work as hereinafter defined to be undertaken or performed other than by a duly registered electrical contractor on a contract from the owner, lessee, or owners and lessees.
   
   (c)   Exemptions. Within the scope of this chapter, the following are not required to be registered: The provisions of this chapter shall not apply to a homeowner as an individual desiring to perform work on the dwelling that he resides, unless the dwelling is intended to be sold, leased or rented.
   (d)   Registration Procedures.
      (1)   Upon receipt of any such foregoing certification and recommendations, the Director of Administration, or the Administrator’s designated representative, may issue registration certificates, in accordance wherewith; provided, however, that it shall not be mandatory on the City to issue any such registration certificate should it be established to their satisfaction that the applicant in question has been guilty of any of the acts, things or practices for which the registration certificate could be revoked, as hereinafter set forth.
      (2)   Licensing and registration procedures shall be in compliance with the Champaign County Building Regulations Sections 102 and 103.
