The provisions of this chapter shall not apply to a homeowner as an individual desiring to perform work on the dwelling that he resides, unless the dwelling is intended to be sold, leased, rented or unless it is determined by the Building Official that the owner is not capable of performing the work. However, any work performed by such homeowner shall be subject to all provisions of the Building Code.
