No construction, plumbing, electrical, piping, sewer, cement or building contractor or subcontractor, tradesman, repairman or any other individual or company offering such services for a fee shall perform any such work within the City without first obtaining a certificate of registration from the City’s Director of Administration or his designated representative. Employees of any of the foregoing shall not be required to obtain a certificate of registration.
