The Director of Administration shall have complete control and supervision over the employees and the work of the Division of Public Works, subject to Charter Section 3.03 and the provisions of Charter Article V pertaining to civil service. The Director shall appoint the Superintendent of Public Works who shall be a resident of the City or shall become a resident within six months of his or her appointment, unless the residency requirement is waived by the Mayor. The Superintendent shall make recommendations to the Director for the appointment of supervisors of the sections within the Division and for the employment of personnel within the Division.
