125.01 MANAGEMENT FUNCTIONS.
   (a)   The Director of Administration shall manage and supervise all functions within the Department of Administration, except as otherwise provided by law. Management and supervision shall include establishment of fees, rules and regulations for the control of all personnel, property, rights of way and easements of the City except as assigned to the Departments of Finance or Law.
   (b)   The Director shall keep a record of his proceedings, a copy of which, certified by him, shall be competent evidence in all courts.
   (c)   Except as otherwise provided, the Director shall be signatory to all contracts entered into by the City. (1984 Code Sec. 31.77)
