All rights, claims, actions, orders, contracts and legal or administrative proceedings, including but not limited to special assessment proceedings, title to real and personal property, monies on deposit or invested, taxes in process of collection and accounts receivable and rights of action thereto, and rights under contracts, shall continue, and in each case shall be maintained, carried on or dealt with by the appropriate officers of the City's government provided for under this Charter.
