Within ten days after the time a vacancy occurs in the office of Council Member the President of Council shall issue a proclamation to the Board of Elections declaring the necessity to hold an election to fill the unexpired terms of Member of Council and ordering that said election be held. All elections to fill unexpired terms of Member of Council shall be held at the next general or regular election at least 60 days after the day of vacancy has occurred except that when the term for Member of Council ends within one year following the date the vacancy is created, an election to fill such unexpired terms shall not be held.
