Upon first receiving the certificate of the Director of Finance that there are funds available for the purpose, the Director of Administration, upon the written recommendation of the Superintendent of Oak Dale Cemetery, may, at his discretion, repurchase at the amount paid therefor by the owner thereof, any vacant lot in Oak Dale Cemetery which may be offered for sale by the owner thereof. Upon completion of the purchase, the Director of Administration may pay the purchase price thereof out of the general cemetery funds in his possession.
