Charges for water and sewer shall be billed on one statement as separate items. Statements shall be billed and paid monthly and the net charge thereon shall be due on the date shown on the statement. The net charge shall be the aggregate of all charges and arrears listed thereon (not including penalties on current charges) less all applicable credits.
