936.07 ENFORCEMENT.
   (a)   The City of Urbana shall have the authority (after normal notices to the discharger) to immediately and effectively halt or prevent any discharge of pollutants to the City of Urbana WPCF which reasonably appears to present an imminent endangerment to the health, welfare and environment of persons or which threatens to interfere with operation of the City of Urbana WPCF.
   (b)   The City of Urbana shall have the authority to seek or assess civil or criminal penalties in at least the amount of one thousand dollars ($1,000) per day for each violation of any provisions of this chapter or any written order issued by the Superintendent or Director of Administration.
   (c)   Whoever violates any of the provisions of this chapter shall become liable to the City of Urbana for any expense, loss, or damage to the wastewater systems occasioned to the City of Urbana and/or any other expense, loss, or damage incurred by the City of Urbana and resulting from such violation.
   (d)   A discharger who is under enforcement proceedings may request a written interpretation or ruling on the alleged violation of the sewer code. Enforcement proceedings shall be stayed, until a written reply is received by the discharger. Appeal of any final orders may be taken in accordance with the law.
