936.05 PROCEDURE FOR TRUCK DISCHARGE.
   (a)   Any owner/operator who is duly registered shall maintain accurate hauling records for the period commencing with their initial registration date and continuing through the end of the calendar year. These records are to include, as a minimum:
      (1)   Point of origin;
      (2)   Date of pick up;
      (3)   Truck number;
      (4)   Amount of chemical or preservatives added to load.
   All records described herein are to be maintained on file by the registrant for at least twelve (12) months and shall be available for inspection by the City of Urbana. All registrants shall comply with all applicable federal regulations for septage contained in 40 CFR Part 503, and all local regulations issued by the City of Urbana and/or Champaign County Health Departments.
   (b)   Domestic wastes from septic tanks, sewage treatment plants, and the like, may be discharged routinely by permit holders. Permission to discharge other wastes that are not readily biodegradable or are not known to be compatible to the operation of wastewater treatment plants shall be refused. Special request must be made to the Superintendent prior to discharge of any materials of questionable acceptability. Some specific reasons for refusal of service shall include:
      (1)   Material deleterious to treatment plant operation or operators, such as oils, greases, gasoline, hazardous waste, volatile solvents, sand, metallic particles or paints.
      (2)   Materials which would cause unusual expense in handling and treatment, unless prior arrangements have been made for the payment of additional cost of service.
      (3)   Materials which would inhibit the performance of the treatment plant, such as acids, plating wastes, or toxic materials.
   (c)   The registrant shall require its drivers to clean up any residue or spillage caused by the truck discharge. The City provides a hose for wash down, and the driver shall place the hose on the drain rack after use. Any rags or other debris which come out of the truck and lodge on the grate shall be removed by the driver.
   (d)   Dumping of liquid waste from trucks into the City sewers through manholes, or through any structure or opening which is connected to a building sewer or any other portion of the City sewer system, is prohibited. The receiving station facility is the only approved site for such discharging.
